During Mr. Herenton's administration, a large majority of the cities citizens migrated to surrounding communities to get away from the crime and especially constant taxation and annexation without representation. What would you do, as city mayor, to bring back this cities revenue and fill the countless empty homes and the deteriorating infrastructure of Memphis and take the burden off of the property owners who have chosen to remain in Memphis.
