Child Care Report: Week of January 5, 2009

MEMPHIS, TN – Dirty rugs, roaches and problems with supervision… Things you don’t want to hear about your child’s care center. But, they are some of the issues going on in the Mid-South.

ABC Child Care Center

The state gave “ABC Child Care Center” in the U of M area high marks for encouraging children to communicate and for the way its staff interacts with children.

One concern, an observer with the state says the resilient surface under the playground equipment was not deep enough. The state requires that it be six inches deep. According to the state, the wood chips under the playground equipment measured just one to four inches in depth.

Another concern; the way the room is arranged made it difficult for caregivers in the “Block Area” to see children who were playing in the “Science” or “Cozy Area”.

Overall, the state of Tennessee gave the “ABC Child Care Center” two stars.


K.A.R.E. Enrichment Center

The State gave the “K.A.R.E. Enrichment Center” in Whitehaven high mars for helping children understand language. It also received high marks for supervision of play and learning.

But, the state had a number of concerns. According to the state’s report, the rugs were “visibly soiled” and small roaches were found crawling on the floor.

The report goes on to say that the center did not have enough furniture or enough soft toys for the number of children enrolled.

The sink was not sanitized between changing children’s diapers, nor after students and teachers washed their hands, as required by the state.

The state also found that cots were too close together. For health reasons, the state requires that cots be at least 36 inches apart. According to the state report, cots at the “K.A.R.E. Enrichment Center” were just one to four inches apart.

Overall, the state gave “K.A.R.E. Enrichment Center” zero stars.


Shelby County Head Start at Hillview

The state gave the “Shelby County Head Start at Hillview” in South Memphis high marks for using language to develop reasoning skills. It also received high marks for promoting acceptance of diversity.

The state did have a number of concerns at the center. No “Cozy” area was observed. The state requires that centers have a “Cozy” area where children can relax, away from the play area.

The state also says the playground was too far away. Children had to leave the building and walk two minutes near the parking lot to reach it.

The state’s observer said the children were not adequately supervised. They were allowed to go down a hallway and to the back of the center alone to use the restroom. The observer also says that during breakfast and lunch, the children were left alone while the teacher and assistant worked on other tasks. The state considers eating a “High Risk” activity and says children must be supervised.

According to the report, children were also seen not washing their hands after wiping their noses.

Overall, the state gave “Shelby County Head Start at Hillview” zero stars.
