Child Care Report: Week of April 13, 2009

MEMPHIS, TN – The state gave “Joyner Nursery” in Southwest Memphis high marks for:

  • The arrangement of furniture when it came to routine care and play time.

  • Helping children with language skills.

State concerns:

  • There was not enough space for children of all ages. The state requires enough room for infants to crawl around as well as play space for toddlers and pre-schoolers. The state observer said one child was either in a bouncer or being held during the visit.

  • Caregivers were not following basic sanitary guidelines. In some instances, the caregiver did not clean hands while changing a baby’s diaper. Also, dirty diapers were left on the changing table while the baby was changed. Sinks were not sanitized between hand washing and diaper changes.

Overall, “Joyner Nursery” received two stars.


“Douglass Head Start” in North Memphis received high marks for:

  • Use of indoor space for children. There is furniture for routine care, play and learning.

  • Teachers encouraged children to communicate.

State concerns:

  • Sanitary procedures were not followed during nap time. State inspectors observed children dragging their covers across the floor when getting ready for nap time. According to state guidelines, covers should not come in contact with the floor because it could spread germs.

  • Some children were spending excessive amounts of time watching television. During free play time, children should participate in activities that use the child’s imagination. One child was observed using the computer the entire free play time.

Overall, “Douglass Head Start” received three stars.


“Kinder Care” at Yale Road in Raleigh received high marks for:

  • Room arrangement. There is plenty of furnishings for routine care and play.

  • Use of arts and crafts with the children.

State concerns:

  • Several safety hazards were noted. Caregivers were observed lifting children by their arms. The state observer said that can put the children at risk for joint injuries.

  • Bleach and water was sprayed near children. State guidelines require cleaning solutions not be used where children can easily breathe in the fumes.

  • Playground areas did not have enough ground cover around the equipment. The state requires at least six inches of resilient covering. Inspectors only found two inches around the slide and at the steps of the climber.

Overall, “Kinder Care” at Yale Road received three stars.
